1.  To reach a common understanding of the existing organizational environment within 

which the PFTC operates 

2.  To create a common understanding about the planning and management functions of the 

PFTC 

3.  To create a common understanding about proposed organizational structure  

(organogram) for the PFTC 

4.  To list and agree upon the basic outputs of PFTC 

5.  To list ways to manage producing the outputs of PFTC
