Definitions
Following are definitions of selected terms used in the this Operating Manual Report:
Law 4/1994 of the
Article 14 of Law 4/1994 sets the legal foundation for establishing a

National Environmental
The NEAP seeks to assist in integrating the environmental dimension
Action Plan (NEAP)
in national policies, programs, plans and projects with an immediate
focus on the reduction of pollution rates to mitigate health hazards,
and the protection of natural resources, biodiversity, and the
historical and cultural heritage, within the framework of sustainable
development. The NEAP identifies environmental priorities that need
immediate action on the national level to assist in meeting
international environmental agreements and conventions. The Fund
has defined its environmental priorities during the pilot phase based
on recommendations of the NEAP, which is currently being prepared.
Competitive Projects
The Fund's program for providing financial support to both
Program (CPP)
investment and non investment environmental projects that have
submitted applications and have been selected based on established
eligibility and evaluation criteria. The CPP utilizes several
disbursement such as grants, interest subsidies, soft loans, etc
