80 The Bible and the Future of the World
And when he approached near to the ram, he was enraged against him, and
he struck the ram, and broke his two horns, and the ram could not withstand
him, and when he had cast him down on the ground, he trampled him, and
no one was able to free the ram from his hand. (Dan 8:5 7).
The he goat among she goats ( hircus caprarum ) represents the great
monarch, who leads the attack to free the occupied lands. He is one of many
leaders in politics and society. Unfortunately, many of the other leaders that
he must work with are women. ( I permit no woman to teach or to have
authority over men; she is to keep silent. 1 Tim 2:12) Therefore, he is called
a he goat among she goats. The great monarch is a French leader in exile.
He has been prophesied for centuries by the Catholic Saints.
The he goat also represents the group of nations, led by the great
monarch, that will attack the Arabs in World War IV (A.D. 2030's). The
preeminent horn is the foremost of those leaders who attack the Arabs, i.e.
the great monarch. Notice that Sacred Scripture does not say that there is
only one horn or only one leader, but that one of the leaders is conspicuous,
that is, he stands out above all the other leaders. The one preeminent horn is
the man called the great monarch, about whom much has been written by
Christian Saints and prophets.

World War IV begins because of a great Christian holocaust in the
occupied lands. Millions of Christians will be slaughtered and put to death.
This great martyrdom is the Fifth Seal. The mass killing of Christians
enrages the West and they ally to attack the occupied lands, led by the great
monarch. The two horns are broken, meaning that the two leaders of Iran
and Iraq are both killed or captured. The Arab forces cannot withstand the
Allied attack, even though they have the larger force and are in well fortified
positions. Previously, in World War III, it was God's will that the Arabs
win. But later, in World War IV, it is God's will that the Arab forces lose.
The great monarch and his forces win because they call upon Almighty God
and ask the intercession of the Virgin Mary and ask the assistance of the
holy angels of God.
The Monarch
Furthermore, the he goat among she goats is the king of the Greeks, and
the great horn, which was between his eyes, is the same one, the first king.
(Dan 8:21).
The monarch will be made king of Greece, and he will be made ruler over
many other nations. Since Greece is the place where democracy began, the
phrase king of Greece also means that the monarch will be the most
prominent and powerful among all of the leaders of democratic nations.
