Midnight Commander is a feature rich file manager.

It has

mouse support in a Linux console and in an xterm.

It started as a Norton

Commander clone but now it has new features on it's own.

It does not use libncurses, but it uses the terminfo database.

Support for XView and TCL/Tk is available, but it is still experimental.

It is not included in the current binary.
